Luo Yulin , deputy governor of Qinghai Province , is signing a contract with the representative of the Northwest Sci-tech University of Agriculture and Forestry. QHHNEWS -- The second round concentrative contract signing was conducted in the Qinghai International Exhibition Center on July 20.
